The invention relates to a mucoadhesive particle carrier comprising a nanoscaffold, which can be, for example, a nanofibre layer 0.1 to 1,000 μm thick, carrying a particulate substance and a mucoadhesive layer, the mucoadhesive layer extending beyond the nanoscaffold at least in part. It also relates to a process for preparing it and its use for applying vaccines and therapeutics to mucosal surfaces.
